Background to the study
As a registered stakeholder, you will be aware that the Department of Water and Sanitation (DWS) commissioned a study to classify significant water resources and to determine the Resources Quality Objectives (RQOs) for the water resources in the Breede-Gouritz Water Management Area. The classification of water resources is required in order to facilitate an appropriate balance between the use of water resources and protection thereof.
Regulations for the establishment of the Water Resource Classification System (WRCS) were published as Regulation 810 in terms of Section 12 (1) of the National Water Act (NWA) (Act 36 of 1998) in the Government Gazette 33541 dated 17 September 2010 and associated guidelines published in 2011.
The NWA specifies that once the WRCS has been gazetted, all significant water resources need to be classified. The outcome of the classification process is the setting of Water Resource Classes for the significant water resources under consideration. After setting the Classes, the RQOs will be determined.
